2. Who Conducts & Official Regulatory Mandate
Primary Authority
Federal Public Service Commission (FPSC)
Parent Regulatory Body: Constitutional Body, Government of Pakistan (Article 242 of Constitution)
Responsible for conducting competitive examinations and selection of civil servants for posts connected with the affairs of the Federation.
FPSC introduced the MPT in 2022 to screen out unprepared applicants and streamline the evaluation of the multi-week descriptive CSS written examination.

Only candidates who qualify MPT with >= 33% (66/200 marks) can sit the written exam.
Where It Is NOT Accepted (Exemptions)
- Provincial Civil Services (PMS / PCS)
Provincial commissions (PPSC, SPSC, KPPSC, BPSC) run separate provincial screening exams.
Required Alternative: Provincial Public Service Commission Screening Exams.
Strategic Counsel: MPT is strictly a qualifying screening gate: its marks do NOT count toward the final CSS merit aggregate. You need 66 out of 200 marks to qualify, but aiming for 130+ builds the comprehensive general knowledge and grammar foundation needed for the main exam.
4. Eligibility Criteria & Educational Prerequisites
Bachelor’s Degree (14 or 16 Years) with at least 2nd Division from an HEC-recognized university
Minimum 2nd Division (or Grade C / equivalent)
21 to 30 years as of December 31st of the exam year (relaxable by 2 years for government servants and recognized backward areas)
Clearing or failing the MPT does NOT count as an attempt against your 3 allowed lifetime CSS attempts. An attempt is only counted if you physically appear in the main written exam papers in February.

200 MCQs over 200 minutes: Islamic Studies / Civics & Ethics (20), Urdu grammar & translation (20), English vocabulary & grammar (50), General Abilities & Math (60), and General Knowledge / Current Affairs / Everyday Science (50).
Islamic Studies / Civics & Ethics
Quranic revelations, Seerat-un-Nabi, Islamic history, or Civics & Ethics for non-Muslim candidates.
Urdu
Grammar, vocabulary, proverbs (Zarb-ul-Amsal), and sentence translation.
English
Vocabulary, sentence structure, prepositions, active/passive voice, and reading comprehension.
General Abilities & Basic Math
Arithmetic, algebra, mental geometry, logical and analytical reasoning.
General Knowledge & Everyday Science
Current affairs, Pakistan affairs, world geography, physical sciences, and biological concepts.
